    Minister’s Statement

    The Basic Health Care Provision Fund (BHCPF) was established under the National Health Act of 2014 to provide a dedicated and sustainable source of financing for primary health care in Nigeria.

    The Fund is designed to expand access to essential health services, reduce out-of-pocket health expenditures for Nigerians, and strengthen the country’s primary health care system. Through these efforts, BHCPF plays a critical role in advancing Universal Health Coverage and supporting ongoing health sector reforms under the National Health Sector Renewal initiative.

    BHCPF also promotes a more coordinated and efficient approach to health financing through the Sector-Wide Approach (SWAp), ensuring that resources are effectively directed toward improving health outcomes nationwide.

    Through the implementation of the Basic Minimum Package of Health Services (BMPHS), the Fund supports the delivery of essential health services at primary health care facilities across the country, bringing quality care closer to communities and improving the wellbeing of Nigerians.
